Under the process detailed in Section 111a of the Energy Industry Act [Energiewirtschaftsgesetz (EnWG)], energy supply companies, meter operators and meter service providers (companies) are obligated to respond to consumer complaints within four weeks of their receipt by the company, in line with Section 13 of the BGB [Bürgerliches Gesetzbuch (BGB)], especially those relating to concluding contracts or the quality of the company's services, connecting to the supply grid, energy supply or measurement of electricity consumed.

Every customer has the right, under Section 111b EnWG, to appeal to the arbitration board. Such an enquiry is only permissible once Stromnetz Berlin GmbH has failed to assist with the consumer's complaint within four weeks after it was received. This does not affect the right of those involved to call on the courts or initiate another procedure under the EnWG. The submission of a complaint to the arbitration board inhibits the statutory limitation period under Section 204 para. 1 no. 4 BGB.
