Publication of the ‘Electricity’ regional scenario for the East planning region

Grid operators demand immediate political decisions for realistic expansion of the power grid

30.01.2026

The new ‘Electricity’ regional scenario for the East planning region shows that the demand for power in the distribution networks in eastern Germany is growing at a much faster rate than

the existing power grid can be expanded at this time. ARGE FNB OST - the consortium of distribution system operators in eastern Germany and Hamburg - perceives an urgent need for political action in order to harmonise climate targets and security of supply. These nine network operators address the relevant points in a joint position paper.

The scenario confirms the continued strong expansion of wind and solar power as well as an

increasing demand for electricity due to industrial projects, data centres, electromobility and heat pumps. At the same time, regional developments are diverging significantly from the assumptions of the transmission system operators. For ARGE FNB Ost, it is clear that, unless targets become more realistic,

with better regulation, less bureaucracy and backed up by sufficient resources, it will not be possible to stick to the roadmap for achieving climate neutrality by 2045.

ARGE FNB Ost is therefore calling for

  • better synchronisation of power generation and grid capacities,
  • closer dovetailing between regional and federal planning,
  • significant acceleration of authorisations,
  • reliable refinancing of grid expansion.

The energy transition is taking place locally - and it needs sustainable framework conditions. The new regional scenario once again provides a fact-based foundation in support of this.

With the current regional scenario, the eastern planning region fulfils its legal mandate. The findings serve as a basis for the grid expansion plans of the distribution grid operators involved and at the same time provide important impetus for the energy policy debate.

The position paper can be found on the ARGE FNB Ost website (German only).
