The 10 point programme includes joint measures to guarantee stable energy supply in the long term. The background to this unique national partnership is the demands placed on the grids by the energy revolution, which are becoming ever more complex. In the past, a smaller number of major power plants on the transmission grid were responsible for centralised energy provision. The prevalence of renewable energies means that it is not only the number of decentralised energy plants that is increasing sharply. The vast majority of them – 97% – are connected at the distribution grid level. This brings a requirement for increased cooperation between the individual grid operators, particularly the four system services, with which the grid operators guarantee the security of the electricity supply: "Maintaining frequency", "Maintaining voltage", "Operations" and "Supply restoration".

Stromnetz Berlin GmbH's main motivation for engaging with the partnership is "that we've felt for a long time now that the energy revolution mustn't be seen as a competition between individual regions for the highest percentage of renewable energies, but that it represents a collaborative project," said Dr Helmar Rendez, the company's CEO.

The changing requirements facing grid operators can be felt most clearly in the north-east of Germany. A few rural areas are already producing far more electricity from renewable energy plants than can actually be consumed. This means that the region has one of the world's highest rates of fluctuating production and can be described as the "laboratory" for the energy revolution. It's been clear for some time here how a metropolis, as the main consumer of energy, and a region with a large supply of renewable energy sources can expand.
